GOST Certification


Since the promulgation of the Russian Federation Law on Products and Certification Services in 1995, Russia has implemented a mandatory product certification system. The number of goods requiring safety certification has grown from a few dozen initially to thousands. A product certification access system is in place, requiring all goods sold in the domestic market to bear a mandatory certification mark.

GOST: Russian Mandatory Certification Certificate

In recent years, Russia has gradually strengthened the mandatory certification management of imported goods, extending mandatory product certification to customs. Article 14 of the Russian Law on Products and Certification Services stipulates that "for products requiring mandatory certification according to Russian Federation law, the import contract shall specify the issuance of a certificate of conformity and a conformity mark," and that "the product certificate of conformity shall be presented to customs together with the customs declaration form and shall serve as the primary document for obtaining permission to enter the territory of the Russian Federation."

Scope of Mandatory Certification Products Stipulated by the Russian Government

In 1996 and 1999, the State Customs Committee of the Russian Federation published two lists of "Goods Requiring Mandatory Certification Certificates for Entry into the Customs Territory of the Russian Federation," mainly including: food, household appliances, electronic products, light industrial products, cosmetics, furniture, toys, ceramics, etc. A comparison with Chinese exports to Russia reveals that most products exported from my country fall under the scope of mandatory certification. Animal products also require animal quarantine certificates, and food products require health certificates.

The Significance of Mandatory Certification by Russian Standards for Foreign Goods

According to Russian law, goods falling under the scope of mandatory certification, whether produced in Russia or imported, must be certified according to current safety regulations and obtain a Russian State Standard Certificate of Conformity (GOST Certificate). There are two types of Russian State Standard Certificates of Conformity: batch certificates and batch production certificates. Batch certificates are valid for exporters for only one batch of products and cannot be issued to Chinese companies because Russia does not accredit Chinese laboratories. Batch production certificates are very suitable for Chinese companies; once a factory inspection is passed, the product is allowed to be sold in Russia for three years.

Single-Bulk Shipping Certificate:

This certificate is for manufacturers exporting only one shipment of products to Russia. To apply for this certificate, no samples are required; only documents and information are needed. This is the most economical certification method, but it is only suitable for a specific Russian customer with a fixed product quantity. In other words, foreign manufacturers who obtain this certificate cannot use it to sell products to other customers.

The following documents and information are required to apply for this certificate:

----A list of products for which the certificate is being applied and their customs tariff codes;

----Product quantity;

----Product technical specifications and relevant test reports;

----Contact information of the Russian importer (buyer), including company name, address, telephone number, and contact person;

----Goods list and pro forma invoice;

One-Year Certificate:

This certificate is similar in use to the three-year valid batch production certificate, except that it is valid for one year. The characteristics of applying for this certificate are as follows:

1. No factory inspection is required;

2. Samples are required; on-site testing can be conducted for larger products;

3. CB reports and GS reports, if available, can be used as references;

4. Formal documents required from the manufacturer include a business license, a copy of the ISO quality management system certification, and technical documents (instruction manual, appearance templates, product photos, etc.);

2. Letter of authorization

3. ISO9001 quality system certificate

4. 5. Relevant test reports (such as CB, CE, GS, etc.)

6. Test reports, factory inspection reports and certificates of any kind

7. Product manuals, catalogs, user manuals, etc.

A three-year certificate

The certificate is issued by an institution accredited by Gostanandart. This certificate is not related to specific foreign trade contracts. Once certified, it is valid for three years. For each batch of exported products, providing a copy of the certificate serves as valid proof to guarantee the sale of the products in Russia. Along with the GOST certificate, you can also obtain a license to use the Russian National Quality Standard (GOST mark). The mark can be used directly on the product, or on labels or accompanying documents. This type of certificate has the following characteristics:

—Manufacturers from any country can apply for this certificate.

—Factory inspection is required; inspectors will visit the factory to check the production process and take samples.

—Only valid for the products listed in the certificate; other products from the factory cannot use it.

—Inspection of production standards, product quality, and hygiene characteristics is required.

—The certification process is relatively lengthy, generally requiring 4 months.

—The certificate is valid for 3 years.

—The certification body conducts an annual factory surveillance inspection (once a year).

If exporting companies do not obtain Russian product certification, obtaining the necessary certificates after the goods arrive in Russia is extremely inconvenient. They will have to pay customs inspection fees and customs warehousing fees, which may exceed the profit of the transaction, and the process is time-consuming. More seriously, products without a GOST certificate are not allowed to be sold on the market at all.

For businesses, obtaining the Russian Compulsory Certification (GOST) certificate offers several advantages. First, it allows for direct market sales. With both the GOST certificate and a health certificate (required for products in direct contact with the human body), businesses can establish authorized sales agents or sell directly in Russia. Second, it provides a long-term solution for certificate usage. Once certified, a copy of the certificate is issued for each exported batch within a three-year validity period, serving as valid proof for export and market entry. Third, the Russian compulsory certification mark enhances product value and provides a guarantee of credibility for businesses expanding into the Russian market.


Russian National Standard Certification (GOST certification) is divided into batch certification for imported products destined for Russia and batch production certification for imported products. The first type of certification aims to facilitate the smooth entry of suppliers' products into the Russian market and is issued to importers. The certificate is typically valid for one year, depending on the terms of the import/export contract. The second type of certification is for the foreign manufacturer, with a validity period specified in the certificate as one or three years. If necessary, Russian experts conduct on-site inspections and issue certificates based on a comprehensive evaluation of the experimental results.


For certain products, the supplementary supporting documents required for Russian GOST certification include: a Sanitary Certificate, a Fire Safety Certificate, and other certificates.

(I) Fire Safety Certificate

The Fire Safety Certificate confirms that a product meets the fire safety requirements of Russian federal law. It is a fundamental component of the Russian GOST certification process and a basic requirement for entry into the Russian Federation and sale within its territory. It is issued by the national fire department in conjunction with the Russian Federal Standards of Metrology.

Products requiring a Fire Safety Certificate:

Industrial products and construction products, including building materials, construction tools, fire safety equipment, gear, vehicles, electrical equipment, and components imported into Russia.

Services requiring a Fire Safety Certificate: Fire protection engineering, repair of fire extinguishing equipment, and participation in fire-related engineering projects.

(II) Sanitary Certificate

The Sanitary Certificate confirms that a product meets the requirements of the Sanitary Law, allowing for production, storage, transportation, and sale.

The Sanitary Certificate is valid for 5 years; in some cases, the validity period may be shortened.

(III) Registration Certificate from the Russian Ministry of Health

According to Document No. 659 of June 3, 1997, "Regulations of the Russian Ministry of Health," and its supplements (Article 2691 of Document No. 23 of 1997, Article 5809 of Document No. 51 of 1997; Article 5706 of Document No. 47 of 1999), to ensure the quality, efficacy, safety, and full compliance with national registration standards of medical products and pharmaceuticals, domestically manufactured products and imported products must be registered with the Russian Ministry of Health before they can be sold and used. A VAT reduction of 10% or more is also permitted.

The validity period of the Registration Certificate from the Russian Ministry of Health is as follows:

Medical products—made of glass, plastic, rubber, textiles, and other materials—are generally disposable and require no technical maintenance. Their effective period is 5 years.

Medical devices and instruments typically require technical maintenance. Pharmaceuticals and health products have a service life of 10 years.
